國際媒體曾指稱台灣淪為中國網路駭客攻擊美國前，預先磨練身手的練兵場。國防部今年在103年度預算案與兵力整建計畫中，依舊宣示將網路攻擊列為不對稱戰力的建構項目之一，要運用島內練兵、境外用兵策略，提升網路戰攻防能量。值得注意的是，國防部所屬資電作戰指揮部明年將前往美國，觀摩美軍資訊戰部隊「第I軍」演習，瞭解美軍與盟國資電作戰模式。

國安局預算案指出，今年1到6月國安局的對外網路，安全防禦系統就發現，遭受駭客惡意行為攻擊次數累計5萬7779次。資電作戰指揮部在公開預算項下，並未詳列網路戰所需經費專門項目，但以納管網戰整備組與網路情蒐業務的「通信及資訊管理」項下，編有4億3339餘萬元預算。
