降息後ECB還有招，「負利率」政策將伺機而動

歐洲央行(ECB)理事Joerg Asmussen 12日接受德國區域性媒體專訪時表示，為了應援歐元區經濟成長，ECB不排除採用更極端手段，而負利率政策將是選項之一。

ECB指標再融資利率在上週調降後成為史上新低的0.25%，而隔夜存款利率更是早已降至零，因此Asmussen所指的負利率應是隔夜存款利率，意味著銀行若想將資金停放在ECB必需繳交利息。

歐元區10月份通膨率降至0.7%，不僅遠低於2%的政策目標，也令ECB官員大為緊張，唯恐歐洲步日本後塵陷入通縮循環。有鑑於此，Asmussen認為，ECB上週緊急降息一碼方向正確，是達成通膨目標的必要措施，且必要時還可以再做得更多。
