楊開煌指中共未來十年全面深水區改革

中共十八屆三中全會今天閉幕，審議通過「中共中央關於全面深化改革若干重大問題的決定」。學者楊開煌表示，宣示中共未來十年將做全面、深水區的改革。

他說，以往中共也曾做全面改革設計，但在國務院下設立小組，這次提高位階，可能由習近平任領導，展現推動改革的決心。

此外，中共重維穩，現在也重視非傳統安全的威脅，如網路、恐怖主義、金融等的穩定，設立國家安全委員會，成員包括公安、國安、軍人、資通訊等部門，展現維穩的決心。

對台灣的影響，應配合之前的三八三總報告做評論，包括，中共對大學的改革、及加強創新，台灣如不能維持優勢，未來會更依附中國大陸。
