對敘動武 歐巴馬尋求國會授權

美國總統歐巴馬今天在白宮表示，他將要求美國國會，授權對敘利亞採取軍事行動，此舉解除了立即攻擊敘利亞總統阿塞德政權的威脅。

歐巴馬說，他已決定必須對敘利亞動武，但他認為，贏得國會議員支持，對美國民主而言至關重要。

這項決定對歐巴馬來說，代表一項重大賭注，他與國會議員關係不睦，尤其是與共和黨人，且冒著遭逢與英國首相卡麥隆（David Cameron）相同命運的風險。卡麥隆尋求英國國會授權動武，在表決時遭遇挫敗。

歐巴馬說：「我將會尋求在國會的美國人民的代表，授權動武。」

歐巴馬又說，國會領袖已同意，在暑休的國會議員返回後，就會安排進行辯論。

那要等到9月9日以後才會發生，目前尚無參眾兩院將會召回議員提早開議的建議。

有關美國甚至最早可能於本週末動武的揣測甚囂塵上，但歐巴馬的這項決定，意味不會馬上動武。

但歐巴馬也表示，他已決定動武，這是敘利亞「無可否認」動用化武必須付出的代價。

歐巴馬說：「美國軍方已在該地區部署就緒。我們已做好隨時出擊的準備。」
